BANGOR TOWNSHIP BOARD OF EDUCATION

SPECIAL MEETING

MARCH 10, 2004

The Bangor Township Board of Education held a special meeting on Wednesday, March 10, 2004, at Christa McAuliffe Middle School. President Kowalski called the meeting to order at 5:30 p.m.

Members Present: Richard Kowalski, George Thomas, Dawn Klida, Terrence O’Hare, John Loop, Barbara Skowronski, and Scott Sturm

Members Absent: None.

EXPRESSIONS/COMMUNICATIONS FROM THE PUBLIC

None

RECOMMENDATION TO APPROVE BIDS

 Approval of Low Bid for Asbestos Abatement  A motion was made by George I Thomas, supported by Dawn Klida, to approve Pro-tech Environmental as the low bidder for the asbestos abatement project work.

Mark Dore, representative from Dore and Associates Contracting, asked that consideration be given to them as a local contractor from Bangor Township. Mr. Dore also cited what he felt were some discrepancies in the bid from Pro-tech regarding inverted numbers and no acknowledgment of an addendum on the bid form as was required.

Mr. Kowalski confirmed from the Wakely representative, Rob Kennedy, and Mr. Balash that this was the way the district should go. Mr. Kennedy recommended that the district follow the process that had been outlined which would make Pro- tech the lowest bidder. He felt that the criteria should not be varied from at this point.

Motion carried unanimously.

Approval of Low Bid for Roofing Contract: Mr. Hager reviewed the bids and recommended that the bid be awarded to Roofcon for the base bid, plus or minus alternates accepted by the Owner/Architect. He proposed that the Board consider entertaining a maximum amount for the alternates and then have the Buildings and Grounds Committee sit down and review the alternates.

A motion was made by George Thomas, supported by Terrence O’Hare, to approve Roofcon as the low bidder. Motion carried unanimously.

Approval of General Trades Contractor: Mr. Hager reviewed the process that was followed and recommended Wolgast Corporation as the general contractor.

Dawn Klida requested that a synopsis of the process given to Board members who are not on the Buildings and Grounds Committee. It was also requested that the Buildings and Grounds Committee be able to approve updates for alternates.

Mr. Balash stated that he could get information to Board members if the Buildings and Grounds Committee met before Friday, March 12, for approval on Monday.

A motion was made by George Thomas, supported by Barbara Skowronski, to approve Wolgast as the general contractor.

Mr. Andress stated that he would like the Board to know that he has received faxes from various unions pointing out the problems Wolgast has had regarding OSHA

compliance. Mr. Balash had also received a call from a local representative of a union regarding Wolgast. Mr. Andress just wanted the Board to know that they may be hearing a lot of negative feedback. Mr. Kennedy gave support for Wolgast.

Mrs. Klida said that there were concerns over how Wolgast dealt with their subs and maintained the integrity of the bidding process. Mr. Kennedy said that this had already been discussed with the Wolgast representative. Mrs. Klida’s main concern was that the bidding process integrity stay in place. Mr. Sturm said this was also a concern of his.

Mr. Hager explained the process for requesting a sub change.

Motion carried unanimously.

Addition of Press Box and Walkway to Visitors’ Bleachers: Mr. Hager stated that over all three project phases the district would be under budget by $62000. He suggested that the press box and asphalt walkway to the visitors’ bleachers be added back into the project. A motion was made by Terrence O’Hare, supported by George Thomas, to finish the press box and put the walkway back in. Motion carried unanimously.

SUPERINTENDENT INTERVIEW – MICHAEL ANDRESS

Mr. Andress, Interim Superintendent of Bangor Schools, was introduced to the interview team by Mr. Kowaiski. The interview process commenced at 6:00 p.m.

 At 7:30 a five minute recess was taken.  At 7:35 p.m. the meeting reconvened.

SUPERINTENDENT INTERVIEW - MICHAEL DODGE

Mr. Kowalski introduced Michael Dodge, Principal of Heritage High School, to the interview team. The interview process commenced.

OTHER ITEMS FOR DISCUSSION

Mrs. Klida asked the Board members and administrators help promote the Len Klida Memorial Basketball Game to raise funds to purchase AED units for the elementary buildings.

At 8:59 p.m. a motion was made by Terrence O’Hare, supported by George Thomas, to adjourn the meeting.
